Burciaga just finished her overnight shift at Sam's Club. She made her
way through the dark in the pouring rain and turned her minivan onto
her cul-de-sac in suburban Atlanta. The mother of two young children
was three-tenths of a mile from home when water from a flooded creek
swamped her car. "Please, come help me," she told the 911 dispatcher.
